Course on the Evaluation of Public Programs

This course will be of particular interest to individuals with responsibility for or an interest in rigorous evaluation of public programs and policies. This course is particularly timely in light of the increased focus on the cost effectiveness of public policies and recent international developments in the methodology of program evaluation.

The course will begin by making the case for rigorous program evaluation and a discussion of the advantages and disadvantages of different evaluation methodologies. Key evaluation strategies will be covered in depth. While recent experiences with the evaluation of active labor market policies (particularly in Europe) will be used to provide a reference point for the discussion, the objective of the course is to provide participants with an opportunity to develop a deeper understanding of the principles of program evaluation. These principles can then be applied to a wider range of evaluation problems.

The program format is designed to maximize the opportunities for discussion and questions. Lecture notes will be distributed and a list of background readings provided.

Early registration is advised as seminar places are limited - the cost is $475.
