JOINT CONFERENCE:
Creating Jobs: The Role of Government
6-7 September 2001

CONTENTS:
For almost two decades Australia has experienced high measured rates of unemployment. The current rate is around 7 per cent. Australia has also had consistently high levels of long-term unemployment of around 35 per cent of the unemployment stock. Current economic indicators suggest that unemployment is likely to increase over the next short period.
This continuing undesirable employment record has produced both a range of government policies and range of policy proposals. The aim of the conference is to ascertain to what extent government can increase employment and reduce long term unemployment, which policies are likely to be most effective, and to what extent that effectiveness is constrained or enhanced by macro economic factors and the international economy.
The invited papers will be presented and analysed by Australia's leading labour market economists many of whom are long term contributors to current policy proposals and policy debate. Speakers and discussants include Professor Patricia Apps, Associate Professor Jeff Borland, Professor Peter Dawkins, Professor Bob Gregory, Dr David Gruen, and Professor Sue Richardson.
One of Australia's most respected forecasters, Mr Alan Oster, Chief Economist, National Australia Group, will present the first session Forecasting the Labour Market, which will set the scene for the conference deliberations.
Keynote Speaker: Dr Gary Burtless, Senior Fellow, The Brookings Institution
Dr Burtless is recognised as a world expert on employment policy. He is a former economist with the US Department of Labour and the US Department of Health, Education and Welfare. His areas of expertise include income distribution, labour and labour markets, poverty, social security, aging, unemployment insurance, minimum wage standards, welfare, and education and training. He has testified before Congress on many of these issues.
In his presentation Dr Burtless will look at what we know about government influence on unemployment levels, how government intervention is influenced by macro-economic factors, and the technical issues involved in making evaluations.

Paid parking is available on campus but not at the conference venue. However,
